Marketplace Submission

I submitted my app to the marketplace, as the instructions stated, but was met with an email saying "Climate Change apps shouldn't be submitted to the marketplace in order to participate in the Climate Change Apps Challenge. Only the challenge winner will have to publish their app to the marketplace and maintain it."

Is this correct?
